A link will not open. Here is what is actually happening

Almost always a tired circuit or a passing flood. The dangerous part is the reaction, not the outage.

A page that hangs or times out feels like the market has gone. It almost never has. Two causes account for nearly everything, and neither of them is the market disappearing.

Your own circuit

The path your traffic takes through Tor degrades sometimes. It affects only you, and it is fixed by requesting a new circuit for the site and reloading. If that changes nothing, close Tor Browser completely and start it again, which rebuilds everything from scratch.

A flood against that address

This affects everybody trying the same address and it passes on its own, usually within minutes. The response is to open a different verified address, since the others are frequently answering normally while one is under load.

The part that costs money

Downtime itself costs nothing but patience. What costs money is going to look for a new address while the usual one is quiet, because that is exactly when cloned pages are easiest to find and hardest to resist. Wait, or use another address from a source you already trusted before the outage started.
